Dr. Shapira served as senior deputy to the CEO of Bank Leumi and was responsible for the commercial division, the real estate division and the international division. Between 1995 and 2006 he served as acting CEO in the absence of Galia Maor. In 2006, he was appointed chairman of Phoenix Insurance. At the same time, he served as a director of the Mahadrin and Nushua-Excellence. In 2010, he retired from Phoenix Insurance. In the same year, he was voted onto the board of directors of Bank Leumi. At the end of 2010, he was elected chairman of the board of the Bar-Ilan Research and Development Company, a member In the Board of Trustees of Bar-Ilan University, a member of the Executive Committee and Chairman of the University’s Investment Committee. In October 2011, he was elected to serve as Chairman of Psagot Investment House.
